Stephen Brown
Stephen Brown is currently with Noble Resources. He has had a long banking career with a number of leading multinational financial institutions, and has also directed research. He has particular interest in public policy and has specific expertise in land use regulation in its broadest context, from fiscal policy to housing. He believes that a flexible market oriented land policy lies at the heart of achieving sustainable development whilst promoting an inclusive society with the highest degree of individual liberty. He has a degree from Reading University in urban estate management.
Winston Chu
Winston Chu is Consultant to the law firm Winston Chu & Company. He has lectured in law at the University of Hong Kong and has been involved in legal education for many years. He has served on the Town Planning Board from 1988-1996 and is Visiting Professor of Planning Law, Faculty of Laws & The Bartlett School of the Built Environment, University College, London. Winston is chairman of the Society for Protection of the Harbour and is an untiring advocate for better urban planning in Hong Kong. He received his university education both at the University of Hong Kong and University College, London.
Gladys Li, SC
Gladys Li, SC is a barrister of 34 years’ standing. She was Chairman of the Hong Kong Bar Association from January 1995 to January 1997. Her professional practice in Hong Kong includes administrative and constitutional law and human rights. Since 1997, she has appeared in cases involving issues of interpretation under the Basic Law, representing applicants claiming ‘right of abode’. She has also appeared in a number of cases concerning electoral laws and the conduct of elections including the case of Lee Miu Ling v A.-G. (No 2) in which the functional constituency system was the subject of legal challenge prior to 1997. She is Chairman of JUSTICE, the Hong Kong Section of the International Commission of Jurists.
Anthony Ng
Dr Anthony Ng, BSc (McGill University), MPH, MD (Tulane University), FRCS Edinburgh and Hong Kong, born and educated in Hong Kong, with further training in the United States, New Zealand and England, returned to Hong Kong in 1980 and is a surgeon in private practice. Past commitment in community affairs includes being the chairman of the Hong Kong Obervers, elected member of District Council (Central and Western), founding member of the United Democrats of Hong Kong, Secretary for the Hong Kong Medical Association and member of the Consumer Council. He continues to maintain an interest in the constitutional and environment affairs of Hong Kong.
Peter Thompson
