Workshop: Planning for a Low Carbon Hong Kong
Civic Exchange, a local non-profit public policy think tank, organised a lively discussion on the challenges and opportunities for creating a low carbon built environment in Hong Kong. Cities consume 75% of the world's energy and produce 80% of its greenhouse gas emissions and around the world cities are critically examining how their buildings can reduce both consumption and emissions. The aim of this multi stakeholder workshop is to increase dialogue and cooperation through exploring key themes including:

· How to retrofit existing buildings for a low carbon future?
· How to improve energy efficiency across Hong Kong's building stock?
· What professional and management capacity is needed to move Hong Kong forward quickly?
· How to adapt buildings to the risks presented by climate change?
·How to make best use of the opportunities to learn from other large cities through Hong Kong’s membership in the global C40 Cities climate change initiative?

The workshop began with a brief panel discussion from leaders in the field of buildings and climate change, including the launch of a new Civic Exchange report 'Green' House or Greenhouse: Climate Change & the Building Stock of Hong Kong & Macau.

Mark Clifford (Asian Business Council)
Eddie Wu (CLP) - Energy Efficiency in Buildings
Cary Chan (Swire) - Leading Developer
Stephane Asselin (EDAW) - Low Carbon Planning
Peter Gorer - 'Green' house or Greenhouse

A combination of small and large group discussions were used to examine the most important barriers and solutions for achieving a low carbon future for Hong Kong. A final report based on the workshop conclusions will be published on the Civic Exchange website.

The workshop was sponsored by ADM Capital Foundation and CLP Power.
