As part of the ongoing “Green Harbours II” project, Civic Exchange hosted a meeting with government and shipping lines to discuss a proposed government-administered recognition programme based on the Fair Winds Charter, an industry-led voluntary fuel switch for ocean-going vessels calling at Hong Kong. This recognition programme would be an important building block towards regulation of ships in Hong Kong and across the Pearl River Delta region.
The meeting consisted of:
1) A presentation by the Environment Protection Department on the emission reduction that can be achieved through various fuel switch options [PPT];
2) A presentation by Civic Exchange on a proposed recognition programme based on the possible reductions [PPT]; and
3) Discussion about this programme.
The industry feedback gathered at this meeting will be incorporated into a formal proposal which Civic Exchange will submit to the EPD.
